Do a quick search for 'Writ of Quo Warranto'. It is basically a lawful demand from a petitioner to one who is trying to exercise 'presumed authority' and forcing the one who wants to presume authority to prove that they actually have the authority to carry out their intentions.

It might be worth considering printing this out with a cover letter to your official of choice to ask for a copy of their written response to this when they were served, if such exists. If not, then now might be the time for them to answer to their masters on the land.
This could also be used in a court matter to challenge jurisdiction even before the first court appearance.
