I joined this program as a CC and the only thing I wanted from the beginning was the attachments for applying for a passport as a state citizen. Any chance that I could review your attachments ? My email is This email address is being protected from spambots. You need JavaScript enabled to view it. and my phone number is 417-321-2410 and my name is Stephen Buttorff.
BTW I already have my birth certificate authenticated from Sec of State. I looked at copper moonshine stills BEFORE I even joined and already sent my birth certificate off to be authenticated from Sec of State.
I only need some examples of attachments.
Can you PLEASE help me ?????
Thanks,
Gordon Stephen Buttorff

I did mine with the help of Chris Gronski and signed a non-disclosure agreement as part of the agreement. He's worked hard to develop his research and wants to protect it, which is understandable.

I worked with Chris Gronski to get a new passport upon the terms of my 'explanatory statement' which is an 11 page legal memorandum supporting my claim that I am of the class of people known as 'Illinoisans' not U.S. Citizens. Having accepted my explanatory statement with the application the US State Dept. has thus issued the passport with acceptance of my application and while the passport is the same as all other passports, the underlying contract governs the document.

As a part of this process, the passport requires a signature which I added with a reservation of rights inserted as part of the signature,

Quick Summary: Upon seeing my reservation of rights inserted on the passport the embassy personnel thought it might be considered an 'alteration' and contacted Washington D.C. State Dept. to confirm which caused a long delay. If so, the passport would be deemed 'invalid' and they would not give it back.' I left without my passport.

Below is the copy I put in this weeks newsletter. and my email correspondence then follows.

I bring this to your attention so if you should ever experience this, you'll be prepared and you'll have a name from the Panama Embassy to use for reference.....

===============

I went to the US Embassy in Panama last week to get a simple Notary certification on a copy of my passport. I should have been in and out in 15 minutes. Long story short, after keeping me waiting an hour and a half with no word whatsoever, despite my repeated inquiries as to 'what's going on?' an officer finally got up the nerve to come out and tell me, 'We're checking with Washington to see 'if' we can give you back your passport. We have to wait for their reply."

What she was telling me was that because my signature included a simple reservation of rights:

All Rights Reserved Without Prejudice, Non-Assumpsit 28 USC 1746(1)

...which 'is' part of my signature on all such legal documents, that it might be deemed an 'alteration' which would invalidate the passport.

If that's the case then it's clear to me it's not at all about having a 'notation' but rather it's all about being 'without the U.S.' and they don't want any sheep straying from the corral. This would be clear evidence to me of a much broader issue which I raise below.

You have no idea what I went through to get this passport with the application modified with an explanatory statement of my status as an 'American' and not a U.S. Citizen. They fought me tooth and nail on that from the beginning but ultimately, after several visits and tussels, I was successful and my legal memorandum is now on record with the US State Department and it serves as the terms upon which I applied for the passport: As a 'state' citizen.

Now they see me come back for a simple notarial service to authenticate my copy and I get this where they want to seize my passport, deny my right to travel which is restraint of trade, deny my 'right to associate', 'free speech', my ability to reserve my rights in my signature, deny my status by forcing me to re-apply for a new passport where we would be at loggerheads again the way I would submit it and I decided I'm just not willing to do that at this time.

Where some people would become intensely frustrated and angry at this situation, I'm looking at it differently. I'm looking at it as perhaps being a nudge from God to 'Come out of Babylon' . This might just be a cue to 'exit stage left and finally be free of these demonic goons'. With that in mind, Renunciation has become a very real possibility. I have other passport options.

So I'm still awaiting their determination to see if they'll give me the passport back or not.

If not, I'm thinking very seriously of taking up a legal battle to challenge the US State Department passport service on the basis of 'genocide'. which is:
n. The systematic and planned extermination of an entire
national, racial, political, or ethnic group.

The issue could not be more clear. As per our most recent videos on BEAT THE CORRUPT COURTS, look up the DECLARATION OF THE RIGHTS AND DUTIES OF MAN. Study that and think about what it is saying. In some ways, it's more powerful than the US Constitution.

The challenge would be couched in terms of crimes against humanity and heard in an international venue, either The Hague, or IACHR and raise treaty violations.

My point in all of this is to let you know and if you have access to any related research which might be helpful, I would appreciate knowing about it. It would save me some time and expense which is a precious commodity these days.

Re: Appointment Thursday July 12, 9:45 AM for Notarial Service

Dear Stephanie,
I have not heard from you as promised so I am following up on this pending matter and in so doing would like to bring your attention to several issues which I would hope might help expedite resolution on this matter.

1. Requested Service: I made the appointment to have a simple certification of a copy of my passport with a notarial certification of authentic copy. You had the copy and the original. All that was required was verification with stamp and signature that the copy was authentic. This is a 1 minute process to complete.

2. Harassment outside the scope of the requested service: You took it upon yourself to render some sort of legal opinion or judgment on the nature of my signature which is not in the purview of a notarial service. In so doing you have overstepped your bounds of authority for providing a notarial service which is all that was requested and are causing me damages as a result.

3. Poor Service: In so doing you kept me waiting in the dark for no less than 90 minutes during which time I made several inquiries as to the nature of the delay to which I got no reply or service from anyone. Not only is this extremely poor service, as we Americans expect a much higher level of efficiency from our employees, but this is also a serious sign of disrespect to completely ignore me for such a lengthy period despite my repeated inquiries. This wilfull neglect caused me to miss a very important doctor appointment which had to be re-scheduled. I just had eye surgery and needed follow up.

4. Broken Promise: When you finally addressed me personally, you invited me to wait for up to 2 more hours to get a reply from Washington, or in the alternative you'd get back to me by phone or email right away. Thank God I didn't elect to wait per your suggestion as it is now late Saturday and I still haven't heard from you via phone or email.

5. My Signature: The passport is a legal document. As a matter of demonstrating clarity of intent, and as a matter of custom I sign such legal documents with a simple 'reservation of rights' which is my prerogative. This reservation of rights ensures that the signature does not endorse any unwritten assumptions or presumptions which are not explicit in the document. Thus, what you referred to as a 'notation' and possible 'alteration' is, in fact, a part of my signature. The document requires the signature, therefore there can be no possible interpretation that this is an 'alteration' as you have suggested. Nothing has been altered. I have provided my signature as the document requires. This is not complicated. There should be no further discussion on this matter.

6. Expected Outcome: In view of the above, I expect that I will be able to pick up my passport at my convenience, without having to set an appointment. You can provide me a letter confirming such so I can get through the gate. I expect it to be available anytime from Monday morning on. I live in the interior and it is not at all convenient for me to visit the embassy.

Thanks in advance for your understanding and cooperation.
Mark

Dear Mr. Boswell,

I am sorry to read about all of the frustration we have caused. The good news is the certified copy of your passport and your passport are ready for you to pick up. You may come in without an appointment Monday-Thursday at 11 am. Please do respond to this email letting us know when you plan on coming in so that we can inform the guards. We did call you and left a message on your machine informing you that your passport was ready for you to pick up along with the document on Thursday afternoon. I am sorry that you did not receive the message.

Do let me know if we may be of any further assistance.

Cordially,

Stephanie Espinal
