The
DS-11 passport application allows for an 'American National' to apply vs. a UNITES STATES CITIZEN. An American National still owes allegiance to the UNITED STATES, but having this designation does differentiate between the two statuses and can be evidence that you are NOT a UNITED STATES CITIZEN which can be important.
The State Department also provides, upon application, a
'Certificate of Non-Citizen National' which you can read about and draw your own conclusions.
